Vision San Marcos: A River Runs Through Us was adopted by the City of San Marcos City Council on April 16, 2013 following over a year of public outreach and involvement. The Adopting Ordinance (PDF)included interim guides for immediate use of the plan and comparison table which linked the Plan to the City's existing codes.

Vision San Marcos differs in style and content from other Comprehensive Plans. The Plan (PDF) itself is a concise document created for every day users with summaries of technical reports and maps (PDF). Full technical reports and other background information is found in the Addendum (PDF).

The plan uses a framework of Vision, Goals and Objectives. The Vision Statements within the plan are a result of extensive outreach and are meant to paint a picture of the future of San Marcos. They are a statement of community values and aspirations for the future. The Goal Statements outline the general needs to achieve the visions. The Committees outlined objectives are specific, measurable and achievable actions required to reach the goals. (Vision page 33)
