The Surface Water Treatment Plant is owned by the City of San Marcos and operated and maintained by the Guadalupe-Blanco River Authority (GBRA).

The City obtains raw surface water from the Guadalupe River via a pipeline operated by GBRA.  The source of the surface water for the City is considered to be Canyon Lake.  The City currently obtains approximately 75% of its potable water from the SWTP and augments the remaining 25% from groundwater sources located at five separate wells.   In 2008, the City treated 2,374 million gallons of surface water.
