How to Open a Utility Account
The City of San Marcos provides electric, water, and wastewater services to the San
Marcos community. Residential customers also receive curbside garbage pickup and recycling
services. Your utility account will cover all the City services you receive in one
convenient bill.
To open a new utility account, visit one of our two locations in person:
Municipal Building (behind City Hall) 630 E. Hopkins or
San Marcos Electric Utility, 1040 Highway 123 (Seguin Highway)

The City of San Marcos cannot take telephone requests to open new accounts.
Connects are completed on weekdays only, Monday - Friday between 8:00 a.m. and 4:00
p.m., excluding holidays.
Deposits are not transferable.

How to Close a Utility Account
Utility accounts may be closed by visiting one of our two locations in person at the
Municipal Building, 630 E. Hopkins or San Marcos Electric Utility, 1040 Highway 123
(Seguin Highway).

| Paying your Utility Bill:
City
utility bills are sent out in four cycles throughout the month depending upon your
address. The bill may include charges for electricity, water use, wastewater service,
drainage service, and for residential customers, garbage and recycling pickup.
The bill will give your past meter readings and the new readings, a breakdown of the
charges, applicable taxes, the total amount owed, the due date and the date when penalties
will be charged.
The Utility Billing Due Date Schedule became effective on February 1, 2003. The schedule below lists
the due dates and disconnection dates. Please note there is only one due date for each cycle; penalties will be added to
your bill if your payment is not received by the designated date. Thank you for your cooperation.

Late Payments, Disconnects
Utility customers have 18 days to pay their bill from the date it is issued. After the
due date, there is a penalty charge. If you haven't paid the bill by the 18th day
after issuance, you will be sent a disconnect notice, giving the date your utilities will
be disconnected unless payment is received. Utilities may be disconnected 28 days after
the original bill was sent (see table above under Paying Your Utility Bill).

Privacy Policy – Disclosure of Social Security Number
Utility Services
In accordance with HB 1130 the City of San Marcos, Texas adopts the following policy pertaining to the confidentiality of social security numbers (SSN).
Personal information including an SSN is requested when utility services are initiated. SSNs are maintained in a secure environment by the utility services department. The SSN is used as a means of identification, internal verification or other administrative purposes, and debt collection.
The SSN is confidential and available only to those city employees requiring access to perform their duties. An SSN may be disclosed to other governmental agencies for official purposes and consumer reporting agencies.
City records are disposed of in accordance with the state law, the provisions of the Local Government Code (Texas Library and Archives Commission), and the administrative rules adopted under its authority.

Privacy Policy – Disclosure of Customer Information
Utility Services
In Accordance with Texas Utilities Code, Chapter 182, the City of San Marcos, Texas adopts the following policy pertaining to the Confidentiality of customer’s information in a utility account.
Personal information, which includes information such as name, address, and telephone number, is requested when utility services are initiated and the information is maintained in a secure environment by the Utility Services Department. This will also include the protection of credit card information, by blocking out all but the last four digits of the account number. The information is a means of identification, internal verification for administrative purposes, and debt collection purposes.
Social Security Numbers are treated as confidential regardless of whether requested or not.
Confidentiality of personal information can be requested by utility services customers. Information relating to the amount of utility usage or the amount of the customer’s utility bill, and account history is also protected. If confidentiality is requested, the information is available to only those city employees needing access to perform their duties. But, it may be disclosed to other governmental agencies for official purposes, and consumer reporting agencies.
City records are disposed of in accordance with the state law, the provisions of the Local Government Code (Texas Library and Archives Commission), and the administrative rules adopted under its authority.
Confidentiality of customer information can be requested by completing a “Confidentiality of Personal Information” form available at the Utility Services Department. A one time administrative fee will be applied to for this service.
