The 2-hour Information Session will talk through how the SmartCode will implement The Downtown Master Plan, addressing the components of the SmartCode, and how the SmartCode and the Downtown Master Plan will drive value locally. We'll also talk about the charrette process, and how the community can join us in the coding effort. Finally, the economists on the team will speak briefly about local market fundamentals, and outline next week's interview process and goals.

Homebuyer Incentive Programs
The City of San Marcos is actively promoting homeownership opportunities as a means of promoting local economic development and stimulating business and commercial activity in the City. The City has established homebuyer incentive programs for this purpose as allowed by Chapter 380 of the Texas Local Government Code.
The City is offering homebuyer incentives to Seton Medical Center - Hays employees that have an annual income of at least $45,000 and to Texas State University - San Marcos Tenured, Tenure-track, and Research Professors.
The incentives are provided in the form of a $5,000, zero-interest, forgivable loan. The loan balance is reduced by 20% ($1,000) on each one-year anniversary of the closing date provided the homebuyer continues to occupy the home as the family’s principal residence and retains eligibility status through his/her employer. At the close of the fifth year, providing the homebuyer has maintained eligibility, the entire balance will be “forgiven” and a Lien Release will be filed by the City.
Eligible properties will be a single-family residence, which includes townhomes, patio homes, and condominiums, that is located within the city limits. The home can be an existing structure or one that is newly constructed.
The process to apply for this incentive is simple:
- Complete the “Residential Homebuyer Incentive Program" application form.
- Obtain verification of eligibility from the Human Resourses/Personnel Department of your employer.
- Select the lender of your choice for the primary mortgage.
- Once the lender has given preliminary loan approval, obtain a Good Faith Estimate from the lender.
- Submit your 2-page application, along with a copy of the Good Faith Estimate, to the City’s Development Services Department located on the second floor of the Municipal Building, 630 East Hopkins Street.
The incentives are available on a first-come, first-serve basis. Completed applications that meet all eligibility requirements are scheduled in the order in which they are received for funding through the program.
Seton Medical Center - Hays
On October 20, 2009 the City Council approved an Agreement with Seton Medical Center - Hays to provide funding for ten Homebuyer Incentive Loans to full-time employees earning a minimum of $45,000 annually. Texas State University Professors
The City, in partnership with Texas State University, has approved an incentive program to encourage Texas State University Professors to purchase a home inside the City Limits. The program is open to Tenured, Tenure-Track, and Research Professors who have not owned a residence in San Marcos within the past three years.
The initial funding amount that was approved by the City Council on February 3, 2009 is $50,000, providing funds for ten loans. The funding for ten additional loans became available October 1, 2009 with the start of the new fiscal year.
Downtown Master Plan
